First of all, they should add popcap on bunkers, for EVERY faction. The only faction currently suffering from this, is UKF. End of briefing, dismissed.

If they become 50mp a population cost should be added to their upgrades. All bunkers/flak emplacements probably should have a pop cost

I don't think I would want a pop cap on healing/command Bunkers but even 1 pop on an MG bunker would be nice...

Yes to be clear Command/healing bunkers should stay 0 pop for sure.
Just a nominal pop for MG bunkers for ALL factions (although the USF bunker is rather weak in spite of the rifle grenade bonus) would go a long way towards helping team games at the moment.
