Adding a Skin via Tuning Pack?

I'd like to create a single new skin for a command vehicle, but I'd rather not create separate skinpacks for my mod. Would the game recognize a new skin for vehicles if they were simply added through burn files in a tuning pack mod?

Yeah, it doesn't even allow [map_folder_name]_ambientaudio.lua files, which I wanted to add for the official maps which don't have the right music.
