How to swap in-game unit voicover for a different language?

I basically want to have German units speaking german and Soviets speaking russian while I keep everything else (menus, descriptions, unit names etc.) english. How do I get to do that?

I don't think that's possible. As far as I know, there's just one file for each language (containing the sounds for all factions), so you can't pick different languages for each faction.

There were many people who tried to do this in coh2 but afaik nobody succeded. The game packs all voices in one large file so that it can be easily changed when you change language on steam. That means in order to get what you want you need to somehow unpack all the files from different language, combine them into one mixed language file, put the file back in place. The problem lies in the fact we don't know where is each of the voicelines placed in that file so we cant really do this.
