It's a hard learning curve. It also is hard because the game itself is hard to "play". So I don't know. I guess a yes. Maybe if they can fix the game.

It is not hard to play. It's just harder than 99% on the bullshit on the market these days because people are not open for learning anything anymore. IMO it's a pretty good mix between Arcade and Complexity.
People need fast games without much thinking, such as CoD. In CoH you have to learn all the units and their weaknesses, this takes hours to days.
That's something all RTS games suffer from these days.

No. Too many poor design decisions, too much RNG.
CoH is an easy game to learn. Put an average sc2 player in and they'll be able to beat almost all current players after a few months of playing.
I'm assuming p2win will be resolved sometimes soon though.

The game is fun to watch for No-Player and kind of easy to learn, but really hard to master
