USF Sandbags

This may have already been addressed but with the infantry commander, it seems riflemen can't build sandbags? Also know a few other people have had this problem. It was reduced to 0cp but seems they still can't be built until 2cp?
If allies had nukes, they would still be underpowered

Its fixed in the [RELIC] September patch mod you can find in the mod hub.
