Is it relic's plan to eventually have an equal amount of commanders for all factions?

Definitely not.

They have completely stopped developing new commanders after "the great forum bitching" so now we have new factions which are completely saturated of them, but in return have few but diverse commanders in comparison to vcoh2 armies commanders with many abilities being the same and only a few being truly unique(tank hunters).

OKW's commanders aren't really diverse and USF's are mostly all just ability based so they can afford to be more unique.

The reason why the WFA factions have no new commanders isn't because of "forums bitching" it's because Relic doesn't want to put in the effort to make new assets and units/abilities. Maybe we will eventually game them after Brits come out but I doubt Relic will be releasing anymore CoH2 content after that.

Wasn't there rumors of custom commanders being made possible?

If Custom Commanders are still being developed internally by Relic, then it explains both A) The lack of new commanders for US and OKW since they don't want to roll out new ones that don't work with the new system, and B) That every single US and OKW commander have zero shared abilities. They might be thinking of selling commanders as packages of abilities - mix and match to create your own load out - in which case duplicate abilities are useless and a waste of money. So when they eventually do add new commanders for any faction - if they follow this plan - they'll have 100% unique abilities.

Just a theory though.

I strongly suspect we will see custom commanders. The writing is on the wall. Not least of which is the complete lack of attention to war spoils. In effect the system is working as they wanted it to.

You won't see new commanders from Relic but you will be able to build them one day.

[Side note: I suspect the reason people end up with multiple of the same drop in war spoils is because as you acquire gear the odds of getting that drop increase. This was put in place when the decay system was being considered because they wanted to make sure you wouldn't stop using an object because you only had one. Hopefully, they never ever, ever, ever use a decay system.]

Interesting theory etc.

Both USF and OKW could use some more content. Both factions are too bland ATM.

Well it is in the game files allong woth "commander ability booster packs", containg containg abilites of different rarity.

So they have certainly taken it further than a concept stage. And booth the ingame store and warspoils could be considered a steps towards that.

They have a relatively ambitious roadmap for such an old game and they wouldn't do that unless they had some plans to lift reveue from that more that the "short term" Brits.

As a pure speculation from my part, I would not be surprised if they take it down some variant of a free to play model to attract new players to a game that was realeased long ago. (It's not like they previously shown interest in that route to get a coh game to a wider audience...)
