So becouse I play USF, wich have only 3 extra commander (like OKW), Commander drops will duplicate over time? I hope this problem will fixed later somehow.

i'm not sure if you get commanders as a percentage of drops (in which case you would get more dupes with USF and OKW) but you can get duplicates with any faction; i've seen pictures of people with 5 of the same soviet commander.

this is also true of bulletins.

It doesn't dependent from anything, just RNG. OKW and USF just have much less commanders/bulletins, so they have a bigger chance to repeat themselves.

Yeah, warspoils system simply doesn't check what you have, just gives you random stuff. Relic is aware of that and it won't be changed, they said they will introduce a way to use those duplicates in the future. Sadly what they didn't say is when it will come.

This is totally normal, sometimes the game suddenly drops 3 crates on you in one game and you will have to endure the fact that all of these crates, have the same bulletin
