I stopped playing about 8 months ago, because school. When I have the time to start playing again, my GPU died and starts artifacting '_>'
I can only play on my laptop. It can run well optimized games like DotA 2 well, but COH2 has poor optimization and performance.
My question is there mod/alternative to increase performance? Low res textures, low poly models, no particle effects, etc.
Any mods for maximum performance?

The modtools are limited so making a mod to improve performance would be very unlikely. With that said you can apply tweaks to your game to help it run better. I would suggest you disable replays.

Here is a guide on how to disable replays. Doing so gave me an extra 15 FPS which can make a huge difference in playability.
