M5 is good as call-in because you can skip T3 entirely and still have access to forward reinforcement and medium tanks.
T1-T4, T2-T4, T1-T2 are viable strategies for Lend-Lease Tactics.
If you cut it, it wouldn't be so great (in my opinion, of course).
Also I don't think that they will rework existing commanders.

I'm sure the USF will gladly give you some Bazookas in exchange for Soviet AT nades, which are far more useful and cost much less.
But no. ElSlayer is right. Lend-Lease allows pretty good flexibility in build even though I would say it ultimately pales in comparison to other Sov commanders who have better abilities/call-ins.
