Sov and Ost units only unlock a "veteran ability" which needs muni when they are vet1. Some USF and OKW units get passive bonuses when they are vet1.
The same type Sov and Ost units unlock the same "veteran ability" when they are vet1. Most USF and OKW units which unlocks vet ability, unlock different abilities when they are vet1.
That's totally sh.t... Real sh.t.. I hate WFA expansion in many ways. This is the one of them.

Took you some time to notice that vanila units have really only two levels of vet.
Maybe it's 'cause the Axis players aren't a bunch of forum crybabies, and they keep their cool and fight the uphill battle, unlike some of their "allied" counterparts.
