I am not sure if this is a bug, but once a bunker is completed, the unit that built the bunker can reinforce themselves as long as they do not move after completion. As soon as the unit moves the reinforcement is no longer possible.
Is this intended? I don't find it game changing, but I can sometimes sneak in a ninja reinforcement when I finished a bunker.
Empty bunker reinforce bug?
