It's based on XP gain and time played.

Well I might be wrong about the xp thing, but the devs said that you are garanteed a loot drop after a certain amount of time played passes without getting one.

I also remember that players who got more xp during alpha often got more drops. The drop rate was increased and I often saw the best players get more like 5 v 3 of other players. I could have just seen that wrong or it have been a coincidence.

Duplicates are also in the system.
Right now, if you are lucky enough to get a permanent commander, I suggest you play the fuck out of it and rub it in everyone's face - I expect a lot of players will never unlock one.

Got my first drop, a bulletin, when I hit rank 5. Could be random, or could be based on the fact that I reached level 5.
Same here, bulletin at rank 5 was "Veteran Training: Infantry" (Riflemen and Volksgrenadiers rifles cooldown 2% faster between shots and reload 2% faster"), rare/blue.
Didn't get anything else otherwise yet (level 8 with OKW now).

Nope.
Maybe it's 'cause the Axis players aren't a bunch of forum crybabies, and they keep their cool and fight the uphill battle, unlike some of their "allied" counterparts.

Would love to see steam marketplace integration to trade our loot.

What the fuck is this? Do i have to rely on pure luck to get the other 3 US and OKW ( 3 each ) commanders permanently? WHY
Because community was bitching to their heart content over DLC commanders, so now there you have it, farm them indefinitely forever.
