Steam charts doesn't keep a statistic that tracks the amount of active unique players playing CoH2 who own the game on a given week or month. Relic would know these numbers probably.
I would guess the amount of people who actually own the game has passed 1 million by now since 380k units were sold within the 1st 5 days of launch. Active players in a given month is anyone's guess, I wanna guess 10-15k? However as stated before peak time maxes out at 4-5k, and down time will see it as low as ~1k.

As in how many people own the game?
I'd say around 750k, but only Relic has those numbers.
As for active people, I'd say <20k easily.
Did coh1 had more players in the last year?
Yes. It still has around 2k average playing, which is a testament of its quality when you take into account the sequel.

And not every person plays every day. Some only on weekends. some only on weekdays. Some are once in a while and some are 3-4 times/week. Steam certainly knows and Relic might know. So 20,000 unique in a day could imply anything from 50,000 to 100,000 semi-regular players, possibly more, unlikely much less.

It is impossible to answer this question if you do not define an "active player". How many hours on average does an active player play each day, each week, each month?
If you like to know how many CoH2 copies are sold in total, you will have to wait on official sales results from Sega Sammy.
