Maybe it's 'cause the Axis players aren't a bunch of forum crybabies, and they keep their cool and fight the uphill battle, unlike some of their "allied" counterparts.

Its doctrine. I kind of like it that way TBH. They werent making many of them late war because they performed no better than the T34 but cost more to make.

The PTRS's are fine as they are. Whenever i'm up against Guard Infantry, I always have to be careful with my vehicles or the Guards will completely destroy them. Good range, good damage and fairly cheap; if anything, the PTRS should nerfed since it's ridiculously good for the price. Even in the hands of Conscripts, the PTRS's are extremely potent.

If you think about it the commander who got lumped with all the old tanks must not be very happy about it.

Late War it is replaced by the IS2.
In early TOW missions it is availible in T3, but at different cost (600MP and 75 Fuel), and T4 is empty apart from Katys

TOW one also have something like 320 armor and 640hp if I'm not mistaken.
Anyway the stats are different to the one in commander.
