I'm assuming this is a bug as every other emplacement is visible in FOW once it has been discovered.
I just had a game where a Pak 43 was shooting me and I had no idea where from, I knew its rough location an it wasn't until then end when it blinked on the map for a split second that I knew where it was firing from.
Can't see Pak 43 in FOW

Was it connecting/hitting the target while shooting at you? If they were using attack ground, I dont think the unit reveals itself unless the attack hits something.

As it can shoot through buildings by itself I can only guess that it wasn't attack ground. Even if it is revealed by sight, recon, you hitting it or it hitting you, it doesn't stay in the FOW.
