T70 can carry the whole country to win while Stuart is ...
A single shot from T70 scatter (too accurate while moving) can 3/4 infantry HP not to mention the wiping capability of this tank.
While infantry can stare at Stuart "zup" =D

Lelic designed both these vehicles for different roles
T70 ideally designate as AI. however T70 dont do so well against medium, or even puma, flakHT or even shrekblobs
stuart however could handle any vehicles upto medium tanks and even heavy if well microed.
Also, look at their army presence and timeline.
Soviets lacks AI capabilities from 10min unless reinforced with doctrine callins.
USF lacks of effective AT/AV capabilities early-mid game. zooks are too expensive for their effectiveness.
Instead of directly comparing those 2 stats. You should look into army weekness, and these 2 units supplement their faction weekness well.
