IP bans had been pointless for decades. He was using a VPN at that time IIRC.
I'm not knowledge enough in the subject of HW bans in regards to internet sites, as in, if you are allowed or have access to that information at all compared to say a normal video game.
True, though I suppose they're still worthwhile if the person banned is too stupid to circumvent them... though as you mention he's using a VPN I suppose he does unfortunately possess that faculty.
Also: You're right; I don't think a website would actually have access to HWID information, my mistake.
I guess the only thing CoH2.org could do is require that a given account be linked to a steam account that actually owns CoH2 or something (And hasnt previously been banned from here)... Though obviously that would be rather a draconian measure to take in order to get rid of what is pretty much just one Exceptional Individual™.
