The 64bit version is missing the Archive.exe and BugSplat.dll. Workaround is to use the 32bit legacy version. Or install the 32bit temporarily, then copy these two files and paste them back when the 64bit is installed again.
32 Bit Legacy Beta
- Right Click Company of Heroes 2 on Steam
- Select Properties
- Navigate to the Betas Tab
- Select “legacy_32bit” from the drop town
- Close the Properties window
- Your game should now patch to the legacy version
