Its been a thing for a while now where units get stuck on each other until one moves before they stop retreating and allow you to reinforce/whatever, usually it will resolve itself after a couple of seconds, annoying but whatever.
However I just had a game where 2 squads were stuck in retreat mode back at base yet none of them were moving, here is the video:
Anvil upgrade + 5 man + double bren sappers (really crap at fighting by the way, dont do it) retreated at the same time after being hit by a flame nade, hold the line active, both on the same numbered group. Not sure if that is needed.
EDIT: The game ended but I was going to send my churchill back to see if I could push them, force of habbit made me /l so I didnt get to test if that would have worked.
