My friend and I have been finding that we're matching with people way, way above our skill level. In set 2v2, we're about rank 2000 at level 9. We we just finished our last stomp where we got matched against rank ~60. We play 7-9pm EST. This was the third game this evening where that happened, and it's been going on for the past few days.
Obviously, it's good to play people more skilled than you to learn, but these were just stomps into the ground; no fun at all...
Crazy matchmaking recently?

With people off work there are a lot more premade teams, that is for sure. And they have no rank yet so you get smashed by top 50 players etc.

That makes sense. It's strange to me that other ranks aren't taken into account with matchmaking set teams (i.e. a rank 60 player in random 2v2 should be given some weight despite a 2v2 set team being unranked, no?)

Yes, everyone agrees that unranked teams need something better than just a team rank. No one has fun on either side during mismatched games. But Relic is done updating COH2 so it will not be changed ever.
Another problem is there are not enough higher rank players. So they wait forever for a balanced game that never happens. Then the server matches them with whoever it can find. I do not know the specifics of how that works though.
