Flamethrower cannot be rebought

When the royal engineer flamethrower blows up on the 2nd to last hit of the squad, and the last model doesn't die, you lose the flamethrower but cannot repurchase it or the buy the sweeper. The game considers you've already purchased the flamer. If this is intended, it isn't a good mechanic because it renders your squad significantly less useful than that of a flamer or sweeper.

How the hell does someone survive a gas tank blowing up on their back?
I think I've seen this once, but it was someone else's engineer so idk if the same bug occurred
