Classic example of what happens when you try to use combined arms with Soviets vs OKW.

Pretty good action packed game, despite the fact that I never could have won.

go t4 and ure Vehicle based AI is weak.

and go t3 and ure tank killing capabilities are useless more or less

Indeed. It's pretty much what happens every time when you try to use T3/4 units for your end-game.

I've been rolling a lot with commanders like Conscript Support Tactics, Soviet Combined Arms Army and the likes. Trying to use conscripts supported by T2 units and then teching to either mostly T3 or sometimes T4. Each game pretty much plays out in the same way.

I've had quite a few matches that went like this:
OKW makes lots of volks and some supporting units, gets Special Operations Doctrine for 10 ammo super grenades. Rushes out Obers to hardcounter all my infantry and using all the ammo he saved from having basically free grenades to get schreks on all his volks. He moves around in big pushes that trample everything in the way including tanks. Then at the end of the day he gets either panthers or KTs and it's game over. I can't make big investments in AT because the man-power bleed caused by obers and 10 ammo grenade barrages is enormous, and my medium tanks pose little of a threat to a group of schrekked up volks; you can get 1-2 shots in before you have to pull back for repairs or lose your tank.

It seems for me that the only way to beat OKW is to go for call-in commanders and skipping T3/4 all together. You will get better tanks that won't instantly lose all their health to panzerschreks and you can spend the manpower you save to get another squad or an AT gun to deal with panthers.

Was a nice back and forth I thought until the King Tiger hit :), destroying my Flak base was a kick in the nuts as I had to get a Jagdpanzer and some wee at guns. That was probably your window of opportunity as I had to stall out, but t4/t2 is not great at pushing.

I'd probably have gone another Kat or two instead of T3 after t4. Or a quick t3 instead of t4.

Also are starting positions fixed now since last patch? I have not played lots recently but it seems like they are (e.g. consistently getting langre south when Axis or north whilst allies.)

What did you need that JP4 for? You could have saved yourself 145 fuel and gotten the KT that much earlier. SU76 and SU85 do absolutely nothing to infantry with their regular fire and you are not going to catch a katyusha with a JP4. Did you forget about my doctrines and though there were T34/85s coming or something? I'd actually dare say that you could have skipped the JP4 and the AT guns and just got 3 more volks and push me of the map with overwhelming infantry and a few panzerschreks.

I actually made a second katyusha at one point, but I cancelled it because it would have cost me too much supply against the inevitable KT, which admittedly came later than I expected.

And I'm not sure about the starting points. I saw cruzz say that they were fixed, and I have noticed myself spawning on the same sides but I have not played enough to draw a conclusion.

I wanted a Panther, once the building got destroyed, figured i'd try the JP4. It does a job on Soviet T4 apparently and keeps the SU76 honest. Sure at the end of the day, all just a stalling game with OKW until you got the vetted infantry and better tanks. Langre is just the worst for it (from an allied perspective).
