But there are certain points you have to consider when starting with such a project; Firstly; The problem with creating a mod with a large group (as you propose here, with everyone of the community), is that it's nearly impossible to create a mod where everyone agrees. That's why you should get some guys together and create it, but not with such a large group. Secondly; Let's say you make the ultimate competitive mod, it maybe gets played a few times yes, but as it is not possible to play automatch with that mod, nor is the custom games list clear enough to find a game with that mod, it's nearly impossible to have a large group playing the mod on a regular basis.
