The game uses a Client-Server architecture, not Peer-to-Peer. It doesn't matter if you play with someone on the other side of the world. What matters is YOUR ping to the Battle Servers which are located in the US. If your ping is 20ms and your opponent's ping is 300ms, you will get 20ms delay while your opponent would get 300ms delay. If it was Peer-to-Peer you would both get the same ping. So there's not really any point in filtering by ping.
It started for (and many other people; there are several threads on Steam/Reddit) on the 22nd of October. However my input delay issue was fixed a day after the patch.
