The T70 saw a number of changes to bring it in line with other light vehicles. The new AOE profiles improve the damage output of the T70 vs. infantry. Additionally, its mobility was improved to better enable its recon role and offensive capacities. This unit functions as a very effective hit and run unit or on the flank.
As in the overall changes improved its mobility or the T70 had specific statistical changes? I'm unclear on this.

Rifle-grenade cost increased to better align it with similar grenades, such as the RGD-42 which cost 30 munitions. Although the rifle-grenade has a greater range than the RGD-42, its explosive radius is smaller and less lethal.

Weapon Teams
Previously, weapon teams would receive +25% more damage from all sources. This modifier has been replaced with a +25% received accuracy value. Tank fire and grenades will be less effective vs. weapon teams as a result; small arms fire remains relatively unchanged.

Interesting proposal with lots of room for imbalance. While I would like to see bulletins looked at again(they were heavily changed in a patch) this shouldn't be even close to top of the priority list.
That being said, there are a few near useless bulletins now like
Dont Step on the Grass:Teller Mines and mine fields cost 3% less munitions
Never Make an Engineer Mad:Combat Engineer rifles Cooldown 5% faster between shots
Bigger is Better: 120mm mortar dispatch recharges 10% faster
Heavy Tank Production I: Tiger and Elefant dispatch abilities recharge 10% faster
Any elite infantry gain 3% accuracy bulletins...
TL: DR My quick-fix proposal? Change all of the crap bulletins to "Gain 10% more experience." This bulletin is always useful IMO and would be especially nice for Combat Engineers and Pioneers since they repair so much more effectively with veterancy II and III.
On an unrelated (somehow related in my mind) note, why aren't there any sergeant upgrades in COH like DOWII? Adds +1 model to a unit that is tough and increases dps a bit for late game staying power.

I'm happy that MG's can deal with light vehicles more effectively as well as Dshk cost reduction (now we just need a decent commander with it.)
Sniper and Target Weak Point bugs fixed woot!
I hope the Stug III E CP increase is justified by its performance in this patch.
I'm disappointed that Guards still spawn with PTRS instead of it being an upgrade, oh well.
SU-76 and Stug look like they will be even more fragile than before. I hope they can survive a shot from anything.
I look forward to seeing how acceleration and mobility changes work out especially on my favorite unit the T70. Vehicles move a bit faster on roads now and tread vehicles move faster than wheeled in cover which is a nice touch. |
Just confirming the bulletin had been fixed since the last update.
I never bothered testing since it was bafflingly not included in the notes. Is there a benefit to ghost changes that I'm not seeing? Anyway, I just tested it out even with all three accuracy bulletins equipped for the GrW and the bug is fixed. Thank you. |

Still people who believe relic will remove ability that they have once put in?
Relic adds abilities to units, never once have they removed any post release, no matter how bad it was(lightning claw terminators anyone?).
Many of the vet one abilities were changed early on in COH2 as well as Soviet barbed wire fields being switched to normal wire. |
It wouldn't hurt to let us know when the next patch is scheduled. |
All of the bulletins for artillery and mortars have been bugged for AGES and make shells fire in totally random directions and Relic won't even post a disclaimer on the bulletin page, remove them or do anything about it. Enjoy.
