I think what the OP is saying is that you pay through the nose for a precision strike on the 120mm and the shell often misses by a mile. I've personally had this happen at least 3 times. The other mortars precision strikes all land perfectly.
I suspect that through all the nerfing of the 120mm at some point something got nerfed that accidentally also affected the precision strike accuracy. Given the cost of the ability I'd like to see it fixed.
Otherwise the Osteer can just deny any building occupation but firing a riflenade and the soviet player doesn't want to risk losing a squad so exits. Then the Osteer player can cancel the action for a refund.

While I understand this is just your opinion, a lot of your "useless" and "noone ever builds these" units I use and have had used effectively against me in 1v1, I'm top 50 on ladder (for what it's worth).
Anytime you send the Maxim anywhere use attack move and it will set up and start mowing down infantry as soon as it sees them. Keep a Conscript squad with AT nades upgraded nearby in the mid and late game to stop flame-tracks and Scout Cars forcing a retreat and killing them as they run.
