In the case of fighting games it's the tournament organisers and content producers. In the case of SC:BW it was because it was the only game that was available in Korea. Japanese media was banned only until recently and most Koreans couldn't afford powerful PCs at the time. Along with very few western publishers selling games in Korea at the time. Don't get me wrong dev support is amazing to have, LoL is a great example but in a lot of games it's largely a community effort. In: COH2 Gameplay
