If a vehicle is set to Prioritise Vehicles, you issue it a non-vehicle target (like the OKW flak HQ) and then issue it a move order (to avoid an ATG for example), it cancels the attack command. I just found this out the hard way.
This is highly unintuitive and should be fixed if possible.
