Changing the C:/ directory

Hello!
I have a memory problem with my COH2 C:/ directory. I have the main folder with the game and Steam files on other disc, but I don't know why it still "overwrites" all of the mods' subscriptions on my hard disc. Is there a possibility to change this directory? I have limited space there and it would be much appreciated to have it moved to my other disc.
