I have 5 Bucks to spend on DLC which should i buy? Should i wait for a sale?

Holy shit dude nice to know you're still alive, I wanted to try out some of your mods on the workshop but haven't gotten to it yet.

As for the topic -

I would suggest waiting for a sale OP, Summer is right around the corner so...

Its probably the best bet to just get the factions, if you want, you could get the ardennes assault, but the factions are more cost-effective, in my opinion. Theater of war packs aren't all that great, only get them if you really don't like/care about the multiplayer part of the game and already have the second campaign.
