I have created a skin mod but the Ostheer Panzer IV and Panther skins are missing. I have cloned the medium and heavy german skins (picture 1) but the folders containing the .tga files didnt appear where the rest of the folders are (picture 2). Where are they? or did I do it wrong?

If you download the "Company of Heroes 2 Tools Data" you will get all the skin files.
Also, I would suggest watching this skin pack setup tutorial.

That YT video doesn't show how to add these skins (the comments say it's a confusing video anyways) and I already know the basics on how to make a skin mod as I have already made one for Soviet skins.

Have a look in the OKW skin folder there is the Panther and Panzer IV.

Ok the skins were applying correctly for summer skins, the winter skins weren't applying cause a mistake on my part.
here's what they look like (I know I have to fix the 171 number angle).
