Just like P4.H in test mod，still need some tech request，but player got more options.
For example， Soviet KV1 move to HQ but still need T4 unlock training，in the late game，when you make a big
mistake and lost some tank and TD but you have enough resources，you can training KV1 and SU85 at the same time and use them counterattack.
Of course the biggest winner is OKW flamethrower tank and ostwind，if OKW lost T4，they still have AI vehicle，and this is my main purpose...
Can we make all commander special vehicle training in HQ?
