Bulletins are for whatever reason saved locally. If you switched PC, logged into the pc as a different user or something like that, they may be gone (or on your other system/user).
My advice:
1. Make a copy of your
\documents\my games\Company of Heroes 2
folder
2. Restart your PC, see if that helps
3. Check your cloud saving options in Steam. Changing them sometimes allows you to download an older version of your files (if you uploaded one). It also allows you to upload your current game files but check out the old ones first.
Start CoH2 after every step and check, of course... good luck.
There may be other things related to that but you really gotta be careful not to overwrite one of the copies with something that may not be your true bulletin state... good luck.
