Flame Halftracks, Soviet Flamer Clown Cars, and in some very rare cases the UC WASP are beast squad retreat wipers. Too good in fact since their speed allows them to keep up with retreating squads until even in base.
The first two are really much more prevalent with OKW being bullied by the Clown Car and Allied factions being bullied by the Flame Halftrack.
Is there anything that can be done to flame weapon damage vs retreating squads? Maybe like a 50% reduction?

As for the soviet flamer clowncar, I am sure there already was implemented a nerf like that in the past. The flamer doesnt hit retreating units everytime anymore (think it's 25% or 50% chance now). It really isn't a crazy wipe machine on retreating units anymore.
