Permanently BannedSomeone was having this issue in shoutbox, as a popup when trying to load the game.
Rebooting seemed to fix it for him.
Another guy was having some similar update problem, and it seemed he had Vista and AVG updates queued first and unfinished first. Theynseemed to be somehow blocking the CoH2 update, but went finemafter he finished the Vista and AVG updates.
Dunno if these are the same issues as yours, but perhaps they are some help.
