To update my COH2 mod I need to click on the "Publish" button in the Modding Hub, right?
Everytime I do it my description gets reset to what I first put in it when I created my mod.
How do I prevent this from continuing to happen?

The description on the mod page is not the same description as in the mod itself. Every time you publish the mod, it overrides the description in the browser. So you need to edit the info in the mod tool:
