I'd think it's the total damage output from your units
A better question, is why they made it such an important statistic - I think the most important one should be the final score

I tend to find that as well. Some games the soviet are way down in damage numbers but win by a significant VP score. Maybe it's part of the soviet meat grinder method of warfare, lol.

If a conscript and a Grenadier battle kill each other: The Germans do 80x6 damage. The Soviets do only 80x4 damage.
But yeah the stats that are shown are utterly useless.

Another reason this stat is useless, is if you kill 5 conscripts you deal X damage. If I kill 4 Grens that's Y damage but I killed a whole squad which is way more important.
