I thought of a change for the AI for a few units in the game:
Grenadiers: may now use Rifle grenades on garrisoned infantry.
Volkgrenadiers: may use incendiary grenades against infantry clustered together or in garrisons.
Infantry Sections: may construct caches when not openly offensive.
Obersoldaten and Jaeger Infantry: may booby trap territory points when not openly offensive.

Hey I hate to dash your hopes but Relic basically stopped working on this game around 2 years ago. This is never going to happen.

What about rebalancing the game (yes balance is currently biased to OKW) or fixing the campaigns, which are currently broken for the most part?

The patching team that works on the game balance is too unskilled to work on the AI (no offense). And Relic is busy signing its death warrant with AOE4. Won't be long until Relic, along with its game servers, shut down for good.
