FRP reinforce time penalty bug

FRP was activated, however any re-captured or stolen support weapons did not suffer from the +75% time to reinforce penalty

Maybe it is unit specific, so here the short details:

I played OKW and the bug occured on a re-captured HMG34, a re-captured raketen and a stolen M1 USF mortar
