What does the radio_ext do?

What does the radio_ext in ebps do? Is it just some unused ext?

By using find "all references" in the editor, I did not find any thing that uses radio_ext. I have no idea what it does.

It has something to do with command vehicles, probably a scrapped game mechanic.
