Lategame units vet

Some lategame units (ISU, Ost panther, KV2 etc) are pretty meh without vet bonuses. But at vet 2 (or 3 in case of panther) receive huge power spike. The problem is when you get this units there is no time to vet them since it's lategame and you need that power right now. So why not split vet bonuses between vet more evenly? For example panther get 10% faster reload with every vet level instead 30% at vet 3, and ISU/KV2 get  scatter/fire range.

No, you don´t get it. IS2 must get the capping ability at vet 1, after all who would buy an IS2 if it´s incapable to cap

In the vanilla COH2 Ostheer vehicles where designed to be more durable and gain durability via first levels of veterancy so that they would  vet rather slow.
All this changed with WFA and the buff that Tds got. Imo reducing the lethality of the Tds is the way to go...
On the other hand most vet bonuses and abilities (especially EFA)need to be revised.

I agree, but this also has to come with slover repair speed, so if you actually damage the vehicle it should remain out of combat for some time

Yep repair speeds should be normalized across factions. I would even take further where engineers with weapons upgrades actually repair slower than engineer or/and engineers with minesweepers.
