IS-2 and ISU are dead units in game. Both slow moving and slow firing. RIght now ISU deals 240, while El and JT 320, both kill regular Ally medium with 2 shots. While ISU need 3 to kill P4. I think only if do some kind of damage boost against mediums could bring them back. Then you could use ISU effective against mediums. Another variant, it's do ISU pure TD with little AI abilities (like HMG and HE shell for 70 ammo), without regular HE shells.

ISU is great unit. It's just not useful every time on every single map.
If you have problems with making ISU efficient, then most likely it's not the problem with ISU itself.

Whatever the map even a katyuska have better AI than the actual ISU
