New-Layer Issue

I've just started using the World Builder, and for some reason, my create layer and delete layer buttons are greyed out. I've scoured around, and can't seem to find anybody who has this issue. I can restart the program as many times as I want, and it doesn't change anything, those two buttons are still greyed out and unusable. Anybody have any experience with this?

No clue, send screens of the entire worldbuilder and how far along you are and I'll try to help you.

Here's what I have so far, I'm just working on a small test map to familiarize myself with this particular world builder. I can start a brand new map and the add layer button still is unusable, so I don't think it's anything I did.

What layer are you talking about? The left hand side master layer tool? or the tile layer tool? If it is the tile layer tool, you need to select what tile you would like to add then use the camera icon, it will then add said layer.
