Why? We already have a Penal and Guardsmen. If Penals had DP-27 - It would be Marines.
If we have second Soviet faction - yes, it would be possible to add them

we need more stronger units cause OKW has a UBER commando and Sturm pioneers units which is too OVER POWERING our Conscript and penal battalion which is making hard to balanced the situation from early game to late game for my opion as a Soviet team player
