doesn't stop it from being a bug. It's not a balance/gameplay feature. They have never addressed the issue adequately either way.

They can, if they want, adjust the damage modifiers while the sandbag is been constructed or even the HP (see Mirage's mod). Again, this is far from been considered a bug since NOTHING is working incorrectly.
