Cannot use ability on this target

I'm getting the error message "Cannot use ability on this target" on an ability, preventing me from even clicking on the button. The ability in question is cloned from another ability in my mod which is working perfectly, so I'm at a loss as to why this odd error message. Any ideas?

Did you try checking the requirements inside the action_ext and then start_self_action and so on of said ability?

The only requirement is required_interactive_stage (same as the other ability that works). Only start_target_actions has any actions, and none of those have any requirements.
It's a targeted ability with an artillery_attack action which fires a single shot from hardpoint 6 on the Priest, to which I added a new weapon.
