I would expect sometime within the next 2 weeks (as of US time 5/5/16)

Kyle said on the stream that the May Balance preview will likely run throughout May and the changes will be integrated into the live build "early or mid June".

June as in June of 2016 because we need to test the changes Relic might impose in the mod so that we can protest to Relic to make changes.

I have these changes now. I recoded my game. 
There are some new bugs though. Maxim now suppresses and pins King Tiger. They will hotfix my greasy fingers though. I hope.
