In both lt and cap you can by the .50 cal and the atg.
so in both starting tiers you have access to both heavy weapons.

Guessing the idea is to prevent lack of two key pieces of equipment.
Gonna have to give it a no, because there has to be clear advantages and disadvantages to factions and tiers of choices.
In reality you could buy both tiers.
