i've been looking at weapon stats on http://www.stat.coh2.hu/ and they don't seem to list the penetration values for near/mid/max distances. did they revert this change or something? keep in mind i only recently started playing again so i've missed out on a ton of the changes over the past year.

Penetration values still vary based on range, that website unfortunately only lists the average value of the weapon's range of penetration values.

It's outdated for some units and missing others entirely, but Coh2-Stats still has some of the information you might want.

Look it's something like this
Example
The site say it's 195 (should be medium distance)
So you + 10-20 to near and - 10-20 to max distance

It depends a little on what type of shell is being fired - HE lose penetration more quickly than AT shells but this is a good rule of thumb. I believe all the values are in the attrib editor and there was a really nice guide on how to extract them somewhere on the site - that would be your best bet if you want fully accurate numbers.
