It's probably easier in the long run to learn how to mod, if you're planning on making a balance mod.

I think a good rule for balance suggestions is this:
"If you can't personally mod it in and you haven't met anyone who has, don't suggest it."

You'll also want to summarize what you're trying to do if you want to attract anyone to your project. Right now it's like a job offer that simply reads: Need guy to do things, can't tell you what they are and can't pay you. 
And I agree that it's far better to learn how to do it yourself if it's a small project.

Agreed! I don't mean to be rude, but from my perspective it's not exactly very tempting to basically "make a mod for someone else" when I could work on my own ideas instead, and I can imagine most people around here feel similar.
That said, changing some basic stuff in the AE really isn't difficult. There are some good tutorials, and you can get help in the forums if there's something you just can't get to work.
